What exactly does IM History Plus do when click "import"?
It will extract messages in the .his file to a temporary directory, then compare them to your current history messages on the machine account by account of different Instant Messenger. If one message found in them doesn't exist in current history, it will be merged into current history to the right place, and you can view it in history viewer of that Instant Messenger.
